Salary Range: $38.46 - $41.21/ hourly, 35 hours per week
First Responder/Essential Employee Status: This position is not defined as first responder according to the Federal Labor Standards Act and the intentions of the Louisiana Revised Statutes 33:9103 and 33:9124. This position is designated as Essential Personnel and will be required to report for duty during major events and/or declared emergencies of any size. Failure to report could result in immediate dismissal.
Job Purpose/Summary of Position
Reporting to and under the direction of the Finance Manager, the Senior Financial Analyst will analyze past financial data to spot trends and assess risks, which helps to predict future performance and to advise the Finance Manager and Executive Director regarding financial strategy for the Orleans Parish Communication District (OPCD). This position will handle accounts payable, ensuring that all bills are entered timely as well as accurately and ensure prompt payments are made by the agency in accordance with contracts/ agreements for all vendors providing services/equipment to OPCD.
Position Responsibilities
- Prepare and analyze monthly accounting reports (ex. Financial Statements, Trial Balance, and A/P aging for accuracy).
- Prepare all monthly journal entries. (Payroll, Prepaid Expenses, Vending, Interest Income, Accounts Receivables, Account Transfers and Write Offs, and Accounts Payables)
- Prepare Monthly Bank Reconciliations.
- Enter all Finance Requisitions.
- Responsible for the review of Accounts Payable/Accounts Receivable transactions.
- Serves as the primary contact for all vendor related issues.
- Assist staff with the Bi-Weekly Payroll Processing
- Assist staff with the usage of and proper entry of requests and documentation into the agencies’ procurement system.
- Ensure timely maintenance of Customer/Vendor/Payroll files.
- Assist with and provide supporting documentation for Annual Audit.
- Update and maintain year-end Fixed Assets schedule.
- Adheres to OPCD Finance Policy and Procedures.
- Assist with all external audit Provided by Client (PBC) List.
- Assist Finance Manager with the preparation of Annual Operating Budget.
- Assist with Year End Closing.
- Performs other duties and work as assigned.
Basic Qualifications (Required Skills/Experience)
- Bachelor’s degree in finance, accounting or business.
- Five (5) to ten (10) years of experience in an accounting/finance position within a government agency or the private sector.
- Firm understanding of Generally Accepted Accounting Principles (GAAP)
- Firm understanding of Generally Accepted Auditing Standards
- Thorough understanding of methods of systems analysis and the principles, design, and procedural methods used in big data analysis
- Excellent organizational skills and attention to detail
- Proficient in Microsoft Office and knowledgeable of QuickBooks and ADP software
Preferred Qualifications (Desired Skills/Experience)
- Master’s degree in finance, accounting, or business administration (or enrolled with an accredited institution and progressing towards award of said degree).
- Ten (10) or more years of experience in an accounting/finance position within a government agency or the private sector
- Governmental Accounting experience preferred
Physical Requirements
Tasks require the ability to exert light physical effort, which may involve occasional lifting, bending, kneeling, stooping, pushing, or pulling of objects.

Shift
This position is designed for Monday through Friday 8:00am to 4:00pm, with additional expectations for nights or weekends as circumstances require. Time of shift may be re-assigned at any time based upon the agency's need. Reporting to work during major events and/or declared disasters may be expected. This position is required to be primary employment. Conflicts created by secondary employment or a failure to disclose other employment may result in termination.
