First Responder/Essential Employee Status: This position is not defined as first responder according to the Federal Labor Standards Act and the intentions of the Louisiana Revised Statutes 33:9103 and 33:9124. This position is designated as Essential Personnel and will be required to report for duty during major events and/or declared emergencies of any size. Failure to report could result in immediate dismissal.
Job Purpose/Summary of Position
Reporting to the Facilities Manager, the Facilities Management Specialist is a promotional position that will provide the light maintenance on equipment as well as repair of buildings, including electrical equipment, heating, ventilation, and air conditioning systems (HVAC). This position works independently by both applying and developing work methods and sequences. The Facilities Maintenance Specialist will assist the Facilities Manager so that the Orleans Parish Communication District (OPCD) Campus is well maintained, safe, secure, functional, clean, attractive, and up to date. The incumbent is expected to understand how systems function and be able to complete basic trouble-shooting within oversight. The position is required to work within OPCD policies and expectations. This work requires the ability to accurately and rapidly interpret written, oral, or diagrammatic instructions, and the ability to exercise independent judgment.
Position Responsibilities
- Responsible for maintenance of building and grounds, including all janitorial duties, removal of trash and litter, painting, cleaning and maintenance of restrooms, and minor physical repairs.
- Reports needs of janitorial supplies for the campus and contributes to assisting with the physical maintenance of the property.
- Monitors the water well, sewerage treatment plant, diesel generators, heating venting air-conditioning (HVAC) computerized system, vehicle barrier system, vehicle gates, video camera systems, and exterior lighting.
- Monitors electric and water meters and utility property including electrical service panels, water valves, hydrants, pipes, and city sewerage.
- Coordinates movements of vehicles arriving on campus and delivery of items to the loading dock.
- Responsible for the maintenance of facility tools, machines, including lawnmowers and supplies.
- Maintains cleanliness and order of storage/bunking rooms and loading dock receiving room.
- Interacts with various internal and external vendors or customers to refer/resolve problems associated with assigned work activities; seek customer feedback to prevent reoccurrence of issue in the future.
- Performs administrative and record keeping functions including but not limited to keys, electronic access, equipment, and supplies.
- Maintains awareness and make use of continuous quality improvement tools.
- Coordinates the installation, maintenance and repairs of building maintenance work such as plumbing, electrical work and HVAC.
- Performs a variety of skilled and semi-skilled facilities maintenance, preventive maintenance and repair tasks, including carpentry and mechanical repairs within the building.
- Works on other general facilities projects including changing bulbs, installing water closets, replacing water lines, installing hot water heaters and unclogging drain lines.
- Plans and completes building and grounds maintenance assignments.
- Uses sump pump to remove water from building/substructure.
- Works on assigned projects, and makes appropriate decisions based on work experience.
- Resolves problems and exchanges information on maintenance and repair status.
- Receives, reviews and evaluates complaints regarding repair and maintenance services in OPCD facilities; determines and initiates appropriate corrective action.
- Assumes the supervisor's duties in his or her absence.
- Responds to maintenance emergencies including overnight both weekdays and weekends.
- Coordinates with Sewerage and Water Board for routine drain line cleanout.
- Performs other duties as assigned.
Basic Qualifications (Required Skills/Experience)
- High School Diploma or GED equivalent
- Valid Louisiana Driver's License. No major driving violation within the past thirty-six (36) months; clean driving record with no misdemeanor suspension within the last twenty-four (24) months
- Two (2) years related experience or tradesman’s license
- Requires proficient knowledge of common maintenance trades such as carpentry, plumbing, painting, electrical, and machine / equipment repair
- Requires proficient facilities maintenance & preventative maintenance inspection & troubleshooting skills
- Physical strength to move furniture and heavy/large awkward objects on campus and assist in movements; will need to exert physical effort, involving lifting, bending, kneeling, stooping, pushing, or pulling of objects
- Must have proficient knowledge, skill, and demonstrated ability to properly use hand tools common to facility repair and maintenance such as ratchet sets, wrenches, screwdrivers, millimeters, etc.
- Requires general/basic knowledge of safety requirements for common maintenance procedures
- Must have the ability to identify facility/maintenance issues, including the ability to provide validation & sign-off of work performed by contractors (i.e., hands-on validation of functional/working completeness)
- Requires the ability to multitask and follow and execute instructions with efficiency and proficiency in completion of a variety of assigned projects and tasks
- Good communication skills (i.e., speaking, writing, reading, reporting, presenting, etc.) are required; must be professional and work well with others (internal and external customers) at all levels, including vendors and contract personnel
- Ability to work all shifts including holidays, weekends, emergency activations, and mandatory overtime in order to handle the constant workload of the emergency communications center
- Ability to pass a criminal background check and random drug screen tests
Preferred Qualifications (Desired Skills/Experience)
- Possesses basic PC skills, including use of Microsoft Office applications, internet research/sourcing, etc.
- Additional specific technical training and certifications preferred
Physical Requirements
Tasks regularly require to move around the facility and exert physical effort of 20 pounds of force or more on a regular and reoccurring basis; requires manual dexterity, skill, adeptness and speed in the use of fingers, hands or limbs on repetitive operation of mechanical or electronic office or machines or tools within moderate tolerances or limits of accuracy that may involve occasional lifting, bending, kneeling, stooping, pushing, or pulling of objects. This position may require work inside or outside of the building, as needed by events.

OPCD is a Drug Free Workplace where post offer applicants and employees are subject to testing for marijuana, cocaine, opioids, amphetamines, PCP, and alcohol.
Shift
This position is designed for seven (7) hour shifts, giving a scheduled unpaid lunch break, working Monday through Friday from 3:00pm to 11:00pm. The incumbent must be able to work all shifts. There may be expectations for nights or weekends as circumstances and operations require. Time of shift may be re-assigned at any time based upon the agency's need. Reporting to work during major events and/or declared disasters is expected. This position is required to be primary employment. Conflicts created by secondary employment or a failure to disclose other employment may result in termination.
