911 Assistant Operations Manager (Internal Applicants Only)

Job Type: Full time, In office
Starting Salary: $35.80/hour – scheduled 84 hours in a two-week period, with additional scheduled overtime hours for training and shift preparation; additional management meetings and training will be periodically scheduled and paid in accordance with law and policy. Squad Assignment: May be assigned to any squad, based upon the needs of the agency.
First Responder/Essential Employee Status: This position is defined as first responder according to the Federal Labor Standards Act and the intentions of the Louisiana Revised Statutes 33:9103 and 33:9124. This position is designated as Emergency Personnel and will be required to report for duty during declared emergencies of any size. Failure to report could result in immediate dismissal.
Job Purpose/Summary of Position
This position assists with the management of the operations for the Agency’s 911 Public Safety Communication Dispatch Center. This position provides supervision and direction to 911 communication dispatch center staff; plans and manages emergency communication center, uses considerable discretion; and stays aware of emergency communications needs. The 911 communication center provides 24hr emergency and non-emergency call taking and dispatch services for law enforcement, fire, and emergency medical services. Work is performed under the general direction of the Operations Manager.
Position Responsibilities
- Coordinates the work of the Operations Supervisors and monitors their performance to ensure effective operations.
- Attend conferences, conventions or other various meetings and training to stay up to date on trends in emergency services and technical services, policy, and procedures.
- Perform sensitive and confidential duties in the course of work or on behalf of the Operations Manager.
- Serve as acting Operations Manager in the Operations Manager’s absence.
- Assist the Operations Manager with the management and evaluation of daily operational and administrative activities related to PSAP.
- Manages and supervises 9-1-1 communications center staff. Oversee adequate staffing levels for assigned shifts, by maintaining the master scheduling of Emergency Communications Specialist for all shifts and ensures that the necessary adjustments are made in shift schedules if needed.
- Maintains a favorable working relationship with all other employees to foster and promote a cooperative and harmonious working climate which will be conducive to maximum employee morale, productivity, and efficiency/effectiveness.
- Oversee the operations, activities, and personnel of the communications center to assure compliance of established guidelines, procedures, and policies.
- Maintains a formal and informal network of communications with other 9-1-1 centers and user agencies on issues relating to 9-1-1.
- Assists in the interpreting of 9-1-1 policies and procedures to employees, user agencies and the public.
- Maintains a high level of knowledge and understanding of 9-1-1 policies and procedures and understanding of other appropriate manuals that provide thorough knowledge of 9-1-1 operations and procedures. Follows policies and procedures and ensures that 9-1-1 staff adheres to same.
- Proficient in using Protocols for EMS, fire, and law enforcement.
- Proficient in Microsoft Word, Excel, and PowerPoint.
- Maintains a high level of knowledge and skill regarding the equipment, policies, procedures, and techniques of 9-1-1 call taking and dispatching.
- Actively seeks ideas and promotes ways to raise the standards of 9-1-1 operations.
- Maintains proficiency in all related duties of a Telecommunicator.
- Maintains proficiency at operating a variety of 9-1-1 dispatch communications equipment, including radio consoles and paging units, multiline telephone system, logging recorder, CAD software, computer software programs, and other equipment.
- Always maintain confidentiality.
- Follows the 9-1-1 chain of command policy.
- Maintains a list of emergency telephone numbers and emergency contact lists for businesses.
- Conducts roll call briefings.
- Performs other duties as assigned.

- Minimum of six (6) months of experience as an Operations Supervisor within OPCD or other large, urban 9-1-1 Center.
- Certified call taker and dispatch skill in at least one discipline of police, fire, or EMS agencies.
- Demonstrated experience and knowledge using a computer aided dispatch (CAD) system.
- Completion of ICS 100, ICS 200, ICS 700, and ICS 800 (must be listed on resume).
- Obtain ICS 300 and 400 within six (6) months of appointment.
- EMD, EPD, and EFD Certifications. Certifications must be maintained while the position is held.
Preferred Qualifications (Desired Skills/Experience)
- Bachelor’s degree in Business Management, Emergency Management, Public Administration, Operations Management, or related field of study.
- Three (3) years of previous Supervisory or Management experience including supervising, coaching, and developing staff.
- Completion of ICS 200, IS 300, IS 400. (Certs must be listed on resume.)
Physical Requirements
Tasks require the ability to exert light physical effort, which may involve occasional lifting, bending, kneeling, stooping, pushing, or pulling of objects. Ability to accurately keyboard at 35 wpm with 100 percent accuracy, verified through onsite assessment. Tasks require the ability to view computer screens for extended periods of time, sufficient visual acuity to perform essential job functions, with or without correction is required. Work involves hearing and repetitive listening to emergency calls, adequate hearing ability to perform essential job functions is required.

Shift
This position is designed for twelve (12) hour shifts, giving a scheduled paid lunch break for on-site lunch, with the schedule set on a two-week day-of-week assignment with a particular shift. In addition, meetings with management team members are scheduled and paid overtime, not more than two hours each month. This position is designed to overlap day and night shift equally, providing continuity in management during shift changes and for incidents working while additional staffing rotation occurs at shift change. Additional routine training will be scheduled in addition to this routine work shift with advanced notice. This shift may be day or night shift as the OPCD is a 24/7 operation for life-safety support for the City of New Orleans. There may be expectations for nights or weekends as circumstances and operations require. The incumbent must be able to work all shifts. Time of shift may be re-assigned at any time based upon the agency's need. Reporting to work during major events and/or declared disasters is expected. This position is required to be primary employment. Conflicts created by secondary employment or a failure to disclose other employment may result in termination.
